There has to be a relationship between the cost of petrol in Australia and world oil prices. The ACCC has been in the news lately making various claims so I thought I would compare trends between world oil and pump petrol prices. I got world oil data from IndexMundi and ULP from the AAA. Full size chart.
Using these data the chart shows a period of relative price stability during all of 2010 where I am assuming no oil companies were going bankrupt – so the chart axes have been adjusted to bring WTI and ULP prices close for that period. 2011 saw world oil prices rise in AU$ but there was a period from Jun to Oct 2011 when the reduced WTI price produced no flow-on reductions in pump prices. Then again from Jun 2012 to Apr 2013 the reduced WTI price produced no flow-on reductions in pump prices. B marks a three month period where motorists might have clawed back some losses.

I realize there may have been increases in Fuel Excise since 2010 but the amounts would be slight compared to the yawning gap in my chart.

I’d also point the finger at the states Fuelwatch programs that while there may not be actual price collusion, discourage price competition.
I do not have a source for the Tapis price history – if you can show me a source for monthly Tapis prices I will chart that. Given the extent of trading in crude oil and futures I doubt that trends over 7 years in any of the various crude indices would vary by much.
The AIP is an Oil Co org so by definition is putting their views – IMHO part of the problem. The page you linked to showing a range of Int tax rates proves little – nations are free to raise their tax burden how their Govts see fit.
You mention Fuelwatch – I did live in Perth for several years pre-2008 and got the FuelWatch 3pm emails specifying prices for the next day. I found it useful when you needed a fillup or were planning a journey out of town – to be able to know with certainty what price options you had. And if you passed a servo with an attractive price you knew it would still be there if you were returning that day – midnight to midnight.
You could be right that FW discourages some competitive behaviour – nothing is perfect – but where we are now in the grip of the Oil Co’s is far from perfect.
I recall when the Rudd Govt proposed a National FuelWatch program – the industry fightback was huge and killed it – using a some spurious arguments I recall like comparing it to grocery watch or something.

Suggested to me that the Oil Co’s hated the WA FW so it can not be all bad.
My chart uses monthly data – but I should mention the “saw-tooth” petrol price cycles that vary from place to place but are all totally the creation of Oil Co’s seried price hikes to keep the market unbalanced and to create a diversion the media can talk about. Even the WA FW describes the price cycle – legitimising what is simply a predatory Oil Co tactic.

Purely a market strategy – and brilliant. Have to give credit where it is due – the Oil Co’s have brilliant strategies and tactics. Our Govts are near useless.
One solution could be a Govt Fuels Corp importing tanker loads fuel from Gulf refineries and on-selling to independent fuel outlets here. This would need tank farm space to be rented or built. At the first whisper of anything like that you would see lights on to late hours at the OilCo’s.
The odd thing about Perth petrol prices is the weekly cycle with the low on Monday, going to the high on Tuesday. Whereas, only 3 or 4 years ago the weekly low was on a Tuesday. I suspect it has something to do with Australian labour laws and weekend penalty rates, but that doesn’t explain why the day that used to be the lowest price is now the highest price.
I posted the graph to show that Australian fuel prices ex-taxes aren’t that far out of line with other countries.
Do you really want the government to get into the fuel distribution business? The independents already source their fuel mostly from imports.
The other factor in Perth is the high proportion of LPG vehicles. These are vehicles that need to fill up every day like taxis. Most petrol and diesel buyers are like me and can buy fuel on any day they chose, and therefore buy on the cheapest day.
A ‘marketing strategy’ where most of your customers can and do buy your product 10% to 15% cheaper merely by waiting a few days doesn’t strike me as particularly brilliant.
Although it will mean the average price isn’t the average sale price.
Addressing your 6 paras Philip –
Your para 1 – I can only say that those who decide exactly when to declare a price hike that commences the upticks of these sawtooth price cycles can choose any day to suit themselves.
Your para 2 – I already said that each nations treasury chooses its own tax structure. But my point was really the yawning gap on my chart after start 2015 when the price gouge went major-major.
Your para 3 – Agree I am not normally an advocate of Govt run businesses. However the Seven Sisters behind our fuel pumps are not your run-of-the-mill-Ozzie business. I missed out saying too that I can not souce data for Singapore ULP price histories – so I suspect that as playing us for suckers just as Tapis. Hence my inclination to source ULP from the Gulf.
Your para 4 – I use LPG and in Canberra the price seems to have been 64.9c at my local servo (WW) since Adam was a boy. If I waste money at WW I get 4c off gas – mostly better to buy groceries at ALDI and pay the full 64.9c. Usually LPG is sl cheaper somewhere more central in ACT or near airport and usually sl cheaper in Yass or Goulburn.
Your para 5 – My conclusion is that they know it gives them a better bottom line compared to no cycles. In that case independents price cutting would just constantly erode their margins till crude oil price changes gave them an excuse to hike or reduce prices. The cycles means initiative is constantly in their hands. It is staggering that our regulators have been suckered by the petrol price cycles.
Your para 6 – So you are saying more volume is sold near the cycle troughs. I suppose so. Remember too many motorists have work or business acounts and could not give a hoot what they pay.

Question: I was the Intermediary to a JP54 transaction that closed! The Seller had the fuel in tanks in Rotterdam. The Buyer tested the fuel in the Seller tanks and wired $80,000,000 to the Seller, The Seller injected the fuel into the Buyer’s tanks and the fuel was lifted.
The last step of the transaction was for the Seller to pay the Intermediaries in the deal. There were only two groups on the IMFPA besides the Buyer and Seller — my group and the Buyer Mandate. After the fuel was lifted, the Seller sent me and the Buyer Mandate an email saying we had to contact a Russian attorney to receive our commission ($3,000,000 — each)! After contacting the attorney, we were told that we needed to wire $14,355 to the attorney to have him notarize our IMFPA to release our payments to the Paymaster account.
After going back and forth with the Russian attorney, I decided to NOT send him the funds to “notarize the IMFPA.”
The questions is: What organization or who can I report this transaction to so I can receive my commission? I have my IMFPA and all supporting documents showing the transaction was completed. I also have reason to believe the original contract was executed with rolls and extensions.
I want to receive the commissions that were earned!
